Your recycling program has hit a plateau. Your participation and tonnages are stable, but not fabulous. Recycling coordinators have been educating your community for practically a generation. You’re using rate incentives, but the cost savings aren’t huge.  Participation is voluntary, but you and a few of your board or council members are quietly thinking that maybe mandatory might be OK.
